Not at this time. It is a feature we are considering for future versions of EE4 but no decision has been made about whether it will be included or not.
You can create an email list through an email marketing service like MailChimp or Constant Contact or Mad Mimi. Then you can add a link to sign up for the email list in the registration approved.
This will allow you to send an email notification through to these attendees/registrants. These services also allow you to schedule the emails so you could send one prior to the event as well as afterwards.
