Attendees marked as completed when not completing paypal

Attendees are being marked as completed even when they don’t finish paying with PayPal. I have confirmed this with my own registration. I also have the Default Payment Status set to Pending but still showing as Completed.

Nevermind. I had the general setting set to Pending, but the individual event was set to completed.
