"Attempting to refresh a page" error after trying to view items in cart

Adding single or multiple items to cart is now giving us the following error:

“It looks like you are attempting to refresh a page after completing your registration or your cart is empty. Please go to the events page and try again.”

No updates or changes made to host/environment (Amazon Web Services EC2 and ELB) since last successful registration took place.

Tried duplicating this issue with web caching (W3 Total Cache) both enabled and disabled; same error shows with it both enabled and disabled.
