Using EE3- I’m creating an event and I need to be able to essentially assign a number to each registration automatically, in the order the complete registration. I.e. first to register will be 0001, second will be 0002 etc etc… Seems straight forward and simple however after searching for hours I can’t figure it out.

The main issue is keeping the ID numbers in an ordered manner, so I would probably set up a WP option to track it unless these are your absolute first customers.
