API to roll one's own payment gateway interface in EE4

Does an API (or another facility) exist to develop one’s own payment gateway interface?

My organization deals with Moneris. I see that EE3 supports Moneris directly whereas with EE4 we’d have to go through Mijireh.

I’m aware that we could pay the $1000 commercial “bounty” to have Moneris support added to EE4; however, we have the programming expertise on staff to roll our own interface.
