we want to utilize the custom registration page features, but do not have coding experience. Does anyone have a recommendation for a designer with experience customizing the EE registration pages? Or if I were to post the job, how should I best describe the work needed?

A couple things:

2) We published our Event Espresso Pros page today. You might find one of those companies helpful.
3) If you do post a job, you can do that on the Event Espresso Jobs Board We try to share that with our social networks for you.
In any method you use, you’ll need to draw/describe/show what you’re looking for so someone can ask questions and give you a quote.
