Although settings is auto-approved it fails sometimes

All my events are set to beging approved automatically.

It works in most of the times, but sometimes registrations do not get approved and stay in the status ‘pending payment’

Why is that? Does it mean the user did not finish the registration process?

Yes that means they did not click the Finalize Registration button after selecting a payment method.
