Can a logged in user be allowed to overbook an event? It would be system admins only. If yes, how would that be configured?

Hi Nicole,
Once the event has reach the attendee limit, the registration will become unavailable. You could setup a wait list event:
https://eventespresso.com/wiki/create-a-waiting-list-for-your-event/
Then once the main event becomes full, a link to the wait list event will appear.
Another option is to raise the attendee limit on the event using the Event Editor (http://cl.ly/image/1T2F3i2J1P1g) and then add a registration through the Attendee Record screen using the Add New Attendee button:
