I need help figuring out this issue – When someone is registering and only puts in 1 attendee, but then they fill out the additional attendee information, it’s not charging them for the second attendee when they complete the registration.

Hi,
In order to charge for a second attendee, they’d need to select a quantity of 2 tickets. It sounds like your registration form is set up to capture additional attendee information regardless of ticket quantity. You can fix this by removing the Additional Attendee Information questions from the Primary Registrant question group.
