If this is an existing registration, then you would need to cancel the existing registration and then re-register with the number of tickets that are needed.
If you are asking if it is possible to collect contact information for additional registrants, then enable the personal question group for additional registrants/attendees through the event editor:
Each ticket is a registration so a single ticket can not be classes as more than 1 registration. You could use custom questions within a single registration, but that means your registration numbers will be wrong and only a single users details will show as a single registration.
What you could do is set the minimum qty value for the ticket to 2, so a user can not select less than 2 two of those tickets – http://take.ms/QwOuF
