Adding Registrants After the Fact

Using WP 4.01 and EE 4.4.3. Expired event at https://astdcascadia.org/events/future-elearning/.

Two issues:
First
Need to be able to add registrants (comped or paid) after an event has expired. Need to be able to mark who has attended. Add New Registration is blocked after event has expired and Toggle Checkin doesn’t appear to work to mark attendees.
Second
Need to figure out why comped registrations don’t show up when using the Event Check In option.
