That’s not something EE currently provides so it would require some custom coding, if you are not comfortable with PHP and possible JavaScript depending on where you want the notice you may need the help of a developer.
Can you provide more details on where you want the notice to appear?

We just want it to appear below the field or just pop up or just anywhere that can be seen by the customer.
