There isn’t a way to set that exact scenario up as any live ticket options with available limits can be registered for.
Here is what I recommend doing:
Create two sets of tickets:
Early bird
Regular
Set the quantities available for each ticket and then set a total limit on the datetime. This should be the maximum number of guests that you may expect.
Then set the regular ticket to be available for sale in the future (e.g. several weeks from today). You could then see how ticket sales are performing for the first ticket option (example above is early bird) and if needed, update the date for the regular ticket option so its available for purchase sooner.
