Hi there,
The error posted will not cause a 503 error, it’s a PHP notice that states your server is not correctly configured as sessions can not be created because either C:\Windows\temp does not exist (unlikely) or your site does not have access to it (most likely the problem).
However one thing that stands out is that you are using a Windows based server which isn’t supported, I’d highly recommend switching to a LAMP based stack as we can’t provide support for issues on Windows servers.
