It’s member’s locked. If you turn on WP_DEBUG to true in wp-config.php, you might get a more precise error message. You should also download the requirements plugin to check your system. 64MB is pretty low, if you can’t turn it up to 96MB with your current host, then I would look for a different host or package. It’s really not worth it when it will probably cost you more in headaches.

I increased the memory limit to 96MB and deactivated all non-EE plugins. The error only appears to occur when I am logged into my WP dashboard. I contacted my Host and they said they saw the following error:
Sidney may have more info on this, but a quick Google search suggests that it is either a server issue or more likely an issue with some code on your site.
As we don’t have hundreds of customers advising us about this, I would have to say that it is local to your setup.
It would be interesting to see what is inside the index.php but it doesn’t tell us which one.
Some general advice:
Swap to a default WordPress theme such as Twentytwelve.
Disable all plugins except EE.
If the issue remains, advise us.
If the issues is resolved then it’s your theme or a plugin. Start activating them one by one starting with the theme, testing each time to see if the error returns.
