EE does not currently support sending the pending payment email to all attendees.
The primary attendee is the attendee EE expects to handle payments for the group, as such it only send the pending payment email to that attendee (or using details from that attendee as you are with the above).
That’s the ‘context’ from the top of the page, I’m guessing you are also using
Does the email question in both the ‘Booking manager’ and ‘Billing’ group have the ‘Question Text’ set to ‘Email Address’?
The Registration Approved message type has a ‘Registrant’ content in which it loops over each registrant in the grop and sends the email to them. The Pending Payment message type only has the ‘Primary Registrant’ so it can’t loop over all registrants – http://take.ms/D0jlo
