"Registration Checkout: Nothing in your Event Queue"

Please help. “Registration Checkout: Nothing in your Event Queue” is what anyone that is not logged into WP gets after they try to register on our site.

WP Version:4.1.1
EE Version:4.6.14
I have poured over all of the forums and tried everything.I have disabled the Object/Transient Cache. I have purged all caches.
I do not have WP Super Cache Plugin installed.
In EE General Settings–>Critical Pages: all of my page status and shortcodes say OK.
We have already had to have over 50 people register the old fashion way, on paper. This is making us look really bad and making the software almost useless as we are drawing close to our once a year event. Please save me.

Were you originally using WP Super Cache and have now removed it?

I’m just checking how you are purging caches and disabling object caching.

The fact that this error only shows when not logged into the site show some kind of caching problem we had another user recently using WP Super Cache and after clearing all caches and disabling all the options it still had not correctly removed the caches.

The server is running nginx, is varnish caching also enabled?
