Paypal Pro fields don't get passed (EE3)

We are using PayPal pro and when transactions are processed billing information doesn’t get passed over to PayPal. These fields come up blank. We called PayPal and they said that variable for API are not passed if they come up blank.

Any ideas?

What data is not being passed?

What version of EE3 are you using?
